looking for front and rear bumpers for 63 to 67 towel rail style and how much would i pay if i find some good ones

Original German chrome
New Brazilian/Mexican
New stainless steel

it is more the difference in quality

The new brazilian / mexican are tinner steel and "tripple chrome"
just no brass base

If it lives outside it can rust within days

that said - i had one that was fine after years
But i have had a "days" one as well

To get an original one rechromed (properly) is about $300 and will last a LONG time
You need a bar to start with - but a rubbis original will caost you $30 at a swap meet

The stainless are expensive and are of variable quality
